One third of motorcyclists driving in traffic do not have a driver’s license, which is a higher proportion than in most other European countries.
Now the Swedish Motorcyclists Association wants the regulations for getting a license to be simplified. Even some police have weighed into the discussion.
“It is so easy for a young guy to buy a motorcycle, it is much easier than getting a driver’s license and they just take a chance. It is very difficult and it is not free. There are a lot of tough tests they have to pass. It was different when I got my driver’s license, but I think it is ok, it should be a little difficult,” Börje, a motorcyclist with a license, told Radio Sweden.
Of the approximately 40 motorcyclists who are killed each year in Sweden, around one third do not have a valid motorcycle driver’s license. In neighboring Norway, the proportion is half as much as it is in Sweden, despite it being more expensive to get a license in Norway.
There are three classes of motorcycle licenses in Sweden. Two are for preliminary and for younger riders and the unlimited license is available for those over 24 years old. That license costs SEK 6,000, in addition to costs of paying for theory and driving lessons. In the end, it can be very expensive.
Maria Nordqvist, political secretary at the Swedish Motorcyclists Association, said that they want to see obligatory training for everyone who gets a license, to do one theory test and one driving test, instead of having three of each.
“It is complicated, it is too expensive and there is too much focus placed on the driving test and not enough on theory,” said Nordqvist.
One of those motorcyclists riding without a license is Niklas, which is not his real name. He is around 30 years old and has been riding a motorcycle for about three years. He said that it is only because of the costs and hassle that he hasn’t gotten a license yet.
“I have really thought about just trying out if motorcycling is right for me, and I think it is quite fun. But the costs for getting a license are too much if you just want to see if you will like motorcycling. For my part, this has been an introduction to see if I want to get a license. I think that a lot of people do the same thing,” Niklas said.

According to the Transport Administration, the number of those riding a motorcycle without a license has not increased in recent years, however, the proportion has increased. This is because the total number of fatal motorcycle accidents has as a total decreased.
But Olof Stenlund, at the Transport Administration, does not think it is mostly because of a complicated licensing system that is to blame.
“Around 60 percent of those without a license who died were under the influence of alcohol or drugs, and in many cases the motorcycle was stolen. There can also be people that cannot get a license because of drug addiction or a criminal record, and those can get a license revoked,” said Stenlund.
But Maria Nordqvist thinks that there may be another explanation.
“The risk of getting caught in Sweden is small. If I ride my motorcycle in Germany, I see police all over. They are on the Autobahn, they are on small roads, they have stations along the highway. In Sweden, we have replaced actual police with speed cameras. And the risk to be caught is so small in Sweden, which is a very large country with little population. I think that that is a contributing factor,” Nordqvist said.
